I added 1.2.840.10008.5.1.4.1.1.77.1.5.1 as suggested in the error message. Last night, it worked...I could send to Conquest. Today, I can't repeat it and I don't know what I've changed. I've been trying to recreate a process from years back where I sent retinal images to conquest and it output jpegs to a folder. Swinging and missing all around here...
