I had the same problem with the CD containing lite.exe (iQ-View) version 3.0 on a Windows 10 machine. Get error.
Tried on a machine with windows 7 on it, no problem.
Then tried on the Windows 10 machine with a "compatibility option" set for the file lite.exe to run with windows 7 compatibility. Succeeded.
It would be good not to face with this problem as an end-user.
