KPACS Regenerate database

When click on Regenerate database the pop up appears, I click start and then I get an error:
"Database regenerator must be placed into the Server Directory"
There is a copy of the db regenerator file
in both the E:\KPacs\K-Pacs-Server and E:\KPacs directories
What else do I need to do?
