If you can't make ping work, you won't be able to send images.
Maybe is a firewall issue. Get ping working and then try again sending images.

Have you configured K-PACS AET, IP and Port in Conquest "Known DICOM Providers" list?
Conquest has to know were to send the images, Query works without this info, but Retrieve needs it.

Make sure you have configured K-PACS AET, IP Address and Port Number in the PACS server, otherwise Retrieve won't work.

The new Transfer Syntax is Big Endian, the former was Little Endian.
It shouldn't be a problem thought.

It depends on many variables.
At what apparent size are you viewing the images? (Same size in e-film and k-pacs?)
Normal US image size is 640x480 pixels, if you view it whole screen in a 1024x768 display, bluriness will depend on the used interpolation algorithm.

I think that one of Conquest advantages is that it is multi-platform.
Would be nice to keep it this way.
CGI interface is kind of primitive.
I would suggest using XMLRPC, there is a nice library here:
http://xmlrpcpp.sourceforge.net/
Also DICOM WADO standard is something to take into account.

What kind of error does charruapacs give?
CharruaPACS implements Study Root Query only, not Patient Query.
Check the log to see if there is something unusual.
