Yes,
no spaces, any of the UIDs can be empty.

I suppose thie is a c-move proposal and not c-store.

Yes it is. It will connect to the local or third party server to instruct it to store in the destination.
There is no clear store command, but obviously you can tell the local sever to move to a destination. The only store command is dgate --addimagefile and --addlocalfile that will store in the local server. dgate --forward is closest to a store command, but that actually changes the SOPInstanceUID of the file, so it is not usable other than for testing.

This is clear.
If needed, a pure C-Store I can do out of the Offis DCMTK tools (storescu).
BTW, in this toolset I couldn't find a C_Move command.
