There have been different reports about AVAST blocking the download of *.exe files. It seems to me that the warning you receive is a false positive. K-PACS has been downloaded hundreds of times without problems. I personally downloaded it to a computer with up-to-date anti virus scanner just a few days ago and didn't experience any issues.

Make sure that you update your anti virus software and then try again. Also run a scan on your computer to check for potential threats. If you still experience issues when downloading K-PACS, then try doing so with another computer running a different anti virus software.
